RUNNING AT LARGE
10. (a) No owner of a dog shall allow or permit such dog to run at large in the City of
Waterloo.
(b) Subsection 10(a) does not apply to dogs running at large within the fenced area of
Bechtel Park designated by the City as an off-leash are in which dogs may run at large.
IMPOUNDING OF DOGS
11. A dog found running at large contrary to the provisions of this by-law may be seized and
impounded in the City Pound; a dog so impounded shall be held for a period of
Seventy-Two (72) hours and if not claimed and released to the owner thereof within such
period of Seventy-Two (72) hours may then be destroyed or sold by the Poundkeeper as he
or it may deem fit, and the selling price of any dog so sold shall belong to the
Poundkeeper. In addition to any other penalties contained in this by-law any dog so
impounded shall not be released until the owner thereof shall pay to the Poundkeeper the
sum of Thirty-Five ($35.00) Dollars for the first day or any part thereof and Ten ($10.00)
Dollars for each additional day or part thereof which the dog has been impounded.
12. The owner of every dog impounded if known, whether or not the dog is claimed by the
owner from the Pound, shall be liable for the payment of the Pound fee and shall pay all
fees on demand to the Poundkeeper.
13. Where any dog seized under the provisions of this by-law is injured or should be destroyed
without delay for humane reasons or for the reasons of safety to persons or animals, the
Poundkeeper may kill the dog in a humane manner as soon after seizure as he thinks fit
without permitting any person to reclaim the dog or without offering it for
sale.
14. The Poundkeeper shall keep a record of every dog impounded or seized, including a
description of the dog, the license and tag number if it wore a tag, and the date of
disposition and the disposition made.
15. Any dog impounded not wearing a tag for the current year may be given an inoculation to
provide immunization against rabies.
RABID DOGS
16. It shall and may be lawful for the Medical Officer of Health at any time whenever the
disdane of canine madness known as hydrophobia is prevalent, to issue a proclamation
directing all dogs to be confined, tied up or muzzled for a limited period of time to be
named in such proclamation and during such period of time it shall be a special duty of the
Poundkeeper and any persons authorized by the Poundkeeper to destroy all dogs not
confined, tied up or muzzled.
